Larry Slonina - President

LarryLarry Slonina attended the Graduate School of Banking at the University of Wisconsin, Madison, and earned his Masters in Business Administration from the University of Chicago. Larry began his career serving as a bank examiner for the Federal Reserve, and entered the commercial banking industry five years later. During his thirty years as a commercial banker, Larry established underwriting policies, wrote procedures manuals, and developed standards specifically for lending to the check-cashing and small loan industries. He directed numerous, large-scale projects for LaSalle Bank, Banco Popular, and others. In 2004, Larry acquired the Certified Anti-Money Laundering Specialist (CAMS) designation.

Throughout his career, he has formed relationships with key industry leaders nationwide, and is known and respected for his knowledge, responsiveness, insight, integrity and ability to get things done. He has participated as a speaker, panelist, and instructor at several trade association programs and acted as an expert witness regarding valuations of businesses and bank discontinuance. He has authored several articles in various industry-related publications.


Dan Hoyer - Vice President

DanDaniel J. Hoyer is Vice President of U.S. Advisory Services, Inc. (USASI), a compliance consulting firm specializing in servicing the MSB industry.  Dan joined USASI in 2003; his initial responsibilities included drafting compliance manuals, conducting training seminars for tellers, and completing independent reviews.  After becoming familiar with the intricacies of the Bank Secrecy Act and IRS examiner expectations, he created new versions of the compliance manual, employee handbook, and independent audit report from scratch.  In 2005, Dan established a transaction monitoring system, including CTR and SAR filing procedures, allowing a national client to outsource many of its day-to-day AML responsibilities.  Due to growth in this and other services USASI provides, he hired additional staff.  He now assumes a more ambassadorial role, representing USASI at tradeshows and conferences, corresponding with clients, government officials, banks, and other parties, developing and refining internal systems, and growing the business.

Dan has earned the Certified Anti-Money Laundering Specialist (CAMS) designation, has participated on the Association of Certified Anti-Money Laundering Specialists (ACAMS) MSB Taskforce, and has contributed to the foundation of the Chicagoland Chapter of ACAMS.  In the fall of 2007, Dan graduated from the week-long American Bankers Association (ABA) National Compliance School.  That same year, he helped establish (and is a recurring panel member of) the multi-day, AML Compliance Certification Workshop offered at Financial Service Centers of America (FiSCA) conferences.  In November 2008, he facilitated a progressive meeting between IRS and Community Currency Exchange Association of Illinois (CCEA) representatives whereby “hot topics” from Title 31 exams were discussed.  Dan has spoken, at CCEA meetings, by request.  Additionally, he has been published in two industry-related newsletters.

Dan received his Bachelors degree in International Business (along with concentrations in Economics and Mathematics) from Illinois Wesleyan University.


Sylvia Zukowski – Associate Consultant

SylviaSylvia Zukowski is a Consultant at U.S. Advisory Services, Inc. (USASI), a compliance consulting firm specializing in servicing the MSB industry.  Sylvia joined USASI in 2007; since then, she has administered dozens of anti-money laundering training seminars for tellers and Compliance Officers, assisted various MSBs with the creation and implementation of AML compliance programs, and completed numerous independent reviews.  Having represented clients during Title 31 examinations, she is knowledgeable of IRS expectations, issues of concern, and the process as a whole.  Sylvia is experienced with respect to transaction monitoring systems.  She has refined old and established new procedures to detect BSA-related activity for clients that outsource day-to-day monitoring to USASI.  Additionally, she has trained USASI staff on the appropriate methods to review such activity and confirm/complete recording and reporting as necessary.

She has earned the Certified Anti-Money Laundering Specialist (CAMS) designation; Sylvia is also a member of both the national and Chicagoland chapters of ACAMS.  She has attended and participated in many conferences, workshops, and seminars on behalf of USASI and its clients.

Sylvia received her Bachelors degree in Business Administration (along with a concentration in Finance) from Illinois Wesleyan University.
